Before sunrise off Mactan, the sea is glassy and pale blue. Outrigger bangkas wait on the sand with their bamboo arms resting on the water, fishermen sort the night's catch, and the smell of grilled fish and sticky rice cakes drifts from roadside stalls. Across the channel, Cebu City wakes beneath green hills, church bells ringing over the old quarter as jeepneys fill the streets and the first ferries leave for Bohol.

Cebu is the heart of the Visayas, the central islands of the Philippines, and the oldest Spanish settlement in the country. Here the first Spanish expedition planted a wooden cross in 1521, and the town grew into a great trading port. Today Cebu is a base for reefs, waterfalls and gentle giants: whale sharks in Oslob, sardine shoals in Moalboal and, a short crossing away, the hills and tarsiers of Bohol.
Why include Cebu in your itinerary?
- Reefs on the doorstep. Island-hopping boats from Mactan reach marine sanctuaries full of reef fish within an hour, and the turtles and coral walls of Moalboal make Cebu one of the easiest places in the country to snorkel and dive.
- Gentle giants and wild waterfalls. In the south, whale sharks gather off Oslob, the turquoise pools of Kawasan Falls invite canyoneering, and the white sandbar of Sumilon appears at low tide, all within a long day's journey.
- Bohol a short crossing away. A fast craft of about two hours reaches Bohol, where the Chocolate Hills, the tiny tarsiers and the jungle-green Loboc River make one of the country's best-loved day trips from Cebu.
Signature experiences in Cebu
Mactan Island Hopping
From Mactan, traditional bangkas carry you across clear shallows to protected marine sanctuaries where reef fish swirl around coral gardens, and on to Olango, a wetland refuge for migratory birds. Snorkelling gear and life jackets come aboard, and a lunch of grilled seafood is served on the boat or the beach. Our private boat tours let you set your own pace, with shade, fresh fruit and soft drinks on board.
Whale Sharks at Oslob and Sumilon
At dawn in Oslob, about three hours south of Cebu City, whale sharks often surface close to shore. Viewing is regulated: keep a respectful distance, never touch, no flash and no sunscreen in the water, and sightings are never guaranteed. Pair the morning with the white sandbar of Sumilon Island nearby. Our day trips leave Cebu City before sunrise by private vehicle and handle every local arrangement.
Kawasan Falls and Canyoneering
In Badian, the Kawasan River tumbles through limestone into milky turquoise pools. Canyoneering trips begin upstream in the jungle, where you jump, slide and swim down the canyon wearing a helmet and life jacket, led by trained local guides, before reaching the main falls. It is a thrilling full-day adventure for confident swimmers, and we combine it easily with Moalboal or Oslob.
Moalboal Sardine Run and Turtles
Just off Panagsama Beach in Moalboal, vast shoals of sardines swirl a few metres from the shore, a living silver cloud you can snorkel above. Sea turtles graze along the reef nearby, and Pescador Island offers clear water and a steep coral wall. Never touch turtles or coral, and keep fins away from the reef. Our day trips combine Moalboal with Kawasan Falls in one long, memorable day.
Bohol Day Trip from Cebu
A fast craft of about two hours crosses to Tagbilaran in Bohol. Our day trips visit the Chocolate Hills, a sea of grassy domes that turn brown in the dry season, a tarsier conservation area where these tiny primates are watched quietly without flash, a lunch cruise on the Loboc River and the centuries-old stone church of Baclayon. We issue the ferry tickets and arrange the vehicle and guide in Bohol.
Neighbourhoods and quarters to know in Cebu
Cebu City Old Quarter
The historic quarter around the Basilica, the historic Spanish cross of 1521 and Fort San Pedro is the best area for heritage, with old churches, plazas and the busy Carbon Market nearby. It feels authentic and energetic but crowded, with heavy traffic. Keep bags close in the markets, and use private transport in the evening.
Uptown and IT Park
Uptown Cebu City and IT Park form the modern side of the city, with offices, malls, international restaurants and comfortable hotels. It is the most practical base for city stays, and the hills above, with the Temple of Leah, the Sirao flower gardens and panoramic lookouts, are a short drive away. The area is well lit, lively and generally safe.
Mactan Island
Mactan, linked to the mainland by bridges, holds the airport and a string of beach resorts along its eastern shore. It suits families, couples and divers who want sea views, pools and quick access to island-hopping boats. Distances to the airport are short, which makes it ideal for the first and last nights of a Philippine journey.
Moalboal and Oslob
The southwest and southeast coasts of Cebu are rural and relaxed, with small dive resorts, guesthouses and fishing villages. Moalboal is laid-back and perfect for snorkellers, while staying near Oslob lets you reach the whale-shark area at first light without a pre-dawn drive. Both are quiet at night, with simple seafood restaurants and starry skies.
How long to stay in Cebu and how to pair it
Recommended stay
We recommend four nights in Cebu. One day for Cebu City's heritage and hill viewpoints, one for island hopping from Mactan, one long day south for Oslob, Kawasan Falls or Moalboal, and a fourth for a Bohol day trip. With five or six nights, slow down on Mactan's beaches or spend a night in Moalboal.
How to pair it
Cebu pairs easily with the other islands. Flights of about an hour reach Caticlan for Boracay, about an hour and a quarter reach Puerto Princesa in Palawan, and Manila is about an hour and twenty minutes away. A seven-day trip combines Cebu and Bohol with Boracay. In ten days, add Manila. A fourteen-day journey can link Manila, Cebu, Palawan and Boracay, with flight and ferry tickets issued by our team.
Best time to visit Cebu and the rhythm of the day
Best months
The best time to visit Cebu is from December to May, the dry season, with calmer seas, clear water for snorkelling and sunny days; March to May is the hottest and calmest. From June to November rain is more frequent and typhoons can pass, occasionally later in the year, and boat trips may be cancelled for safety. Whale sharks and sardines can be seen year-round, though never guaranteed.
The daily rhythm
Cebu's best moments come early. Whale-shark viewing in Oslob starts at dawn, and island-hopping boats leave Mactan in the cool morning when the sea is flattest. Midday is for a seafood lunch in the shade and a swim. Late afternoon brings a drive up into the hills above the city for the sunset and the lights, and evenings end with dinner in the city or by the sea on Mactan.
On-the-ground logistics in Cebu
Arrival
Mactan-Cebu International Airport (CEB) lies on Mactan Island, linked to Cebu City by bridges; allow thirty to sixty minutes to the city depending on traffic, and less to the Mactan beach resorts. Fast craft to Bohol leave from the city's main pier, and flights connect Manila and the other islands. Our private airport transfers meet you on arrival and take you straight to your hotel.
Getting around
Taxis, ride-hailing apps and jeepneys cover Cebu City and Mactan, but traffic is heavy at rush hour. The south of the island is long: Oslob is about three hours by road from the city and Moalboal about two and a half. Bangkas handle island hopping. A private car with driver arranged by our team is the easiest way to reach the waterfalls, reefs and whale sharks.
Local etiquette tip
Cebuanos are warm, cheerful and proud of their faith and festivals, especially the colourful Sinulog in January. Dress modestly at the Basilica, the other churches and the city's mosque, covering shoulders and knees. Speak calmly, smile and add po when addressing elders. On the water, follow the crew's safety instructions, never touch marine life, and ask before photographing local people.

Frequently Asked Questions
Straight answers to what travellers ask most about Cebu.
Where should first-time visitors stay in Cebu?
Mactan Island suits beach lovers, families and divers, close to the airport and the island-hopping boats. Cebu City, especially uptown and around IT Park, suits travellers who want restaurants, malls and heritage sights within easy reach. Many combine both. Our team can suggest a hotel in either area and arrange your private airport transfer.
Can Oslob and Bohol be done as day trips from Cebu?
Yes. Oslob is a long but rewarding day that leaves before dawn and pairs well with Sumilon or Kawasan Falls. Bohol is a full day using the fast craft of about two hours each way. We arrange private vehicles, guided day tours and ferry tickets, and can suggest an overnight in the south or in Bohol if you prefer a gentler pace.
What is the dress code and etiquette in Cebu?
Cebu is relaxed, but modest dress is expected at the Basilica, churches and the mosque, with shoulders and knees covered. Swimwear is for the beach and boats. Smile, speak softly and use po with elders. With wildlife, keep your distance and never touch. Ask before photographing people. Our guides explain local customs along the way.
Is Cebu tourist friendly?
Very. English is widely spoken, and Cebuanos are known for their warmth and easy humour. Tourism is well organised for island hopping, diving and day trips. Cebu City has a mosque and a few halal restaurants, and seafood, rice, fruit and vegetable dishes are easy to find everywhere. Our team can advise on halal options before you travel.
Is it safe to travel to Cebu now?
Cebu City, Mactan and the main visitor areas in the south are generally considered safe. Use registered transport, watch your belongings in crowded markets and follow boat crews' safety instructions, especially in rough weather. Check your own government's official travel advice before departure, and keep our WhatsApp line handy throughout your stay.
What are the must-do things in Cebu?
The must-do things in Cebu include island hopping from Mactan, whale-shark viewing in Oslob, the Sumilon sandbar, canyoneering to Kawasan Falls, the Moalboal sardine run, the historic Spanish cross of 1521, Fort San Pedro, the Temple of Leah and a day trip to Bohol's Chocolate Hills. Our day tours combine these in the best order.
How many days do you need in Cebu?
Four days is ideal for Cebu: one for the city and its hills, one for island hopping from Mactan, one for Oslob, Kawasan Falls or Moalboal, and one for Bohol. Three days covers the highlights at a quicker rhythm, while five or six allow beach time and a night in the south.
What can I book in Cebu with Haqqi Tours?
Day tours, private airport transfers, flight tickets and ferry tickets, including Private Kawasan Canyoneering and Moalboal Sardine Run from Cebu, Mactan Beach Scuba Diving Experience for Beginners, Cebu and Private Cebu City and Mountain Highlights Tour. Each has its own page, and the WhatsApp desk combines any of them into one plan with one written price.
How do I get from the airport to my hotel in Cebu?
With a private transfer: a driver at arrivals, flight tracking and a fixed price for the whole vehicle, door to door. Tell the desk the flight number and the hotel.
Is there public transport from the airport to Cebu?
Cebu has taxis, ride-hailing cars, jeepneys and buses, but no rail; the bridges between Mactan and the city are busy at rush hour, and buses to the south take many hours with stops. A private car is the easiest way to reach Moalboal, Oslob or the ferry port with luggage, and to start whale-shark trips before dawn. With luggage, a family or a late flight, the private car is the simpler choice.
Which tours are available in Cebu?
Among them: Private Kawasan Canyoneering and Moalboal Sardine Run from Cebu, Mactan Beach Scuba Diving Experience for Beginners, Cebu, Private Cebu City and Mountain Highlights Tour, Cebu City Heritage and Uphill Views Tour and Mactan Island Hopping with BBQ Lunch, Shared or Private Boat. Each page says whether the day is private or small-group, what it includes and how long it lasts.
Are the tours private or in a group?
Both exist, and each tour page says which. A private tour has a vehicle and guide for your party alone; the desk can make most group tours private on request.
How do I book?
Fill in the form on any page or message us on WhatsApp with the date, the number of travellers and the hotel. A member of our team confirms the price and the details in writing within minutes.
Are the prices fixed?
Yes - every price is agreed in writing on WhatsApp before you travel and does not change on the day.
Do the drivers and guides speak Arabic or English?
It depends on the city and the day, so we do not promise a particular language; tell us your preference and we do our best. The WhatsApp desk always works in Arabic and English.
Can I change or cancel a booking in Cebu?
Yes, in the same WhatsApp conversation. The terms depend on the product and on how close to the date the change comes; the desk states them before you pay.
