4.4 (22 reviews) from travellers who booked this experience
Overview
This full-day snorkelling trip takes you from Cebu City, Mandaue or Mactan Island to Moalboal on the southwest coast of Cebu, one of the best places in the Philippines to see marine life without scuba diving. A traditional bangka boat carries you to the protected reef of Pescador Island, where coral walls drop into deep blue water. Back near Panagsama Beach you swim beside the famous sardine shoals that swirl just off the shore, and you look for sea turtles grazing on the seabed. We pick you up from your hotel in an air-conditioned vehicle, provide mask, snorkel and life vest, and a local guide keeps you safe in the water. It suits confident beginners, families with older children and keen snorkellers.

Full Description
Moalboal, the southwest coast of Cebu
Moalboal is a small coastal town about 90 km southwest of Cebu City, facing the Tañon Strait and the hills of Negros Island across the water. The drive takes about two and a half to three hours each way, first along the busy southern coastal road and then across the green mountains of central Cebu. Many visitors ask how to get to Moalboal without renting a car or taking long buses; on this trip our air-conditioned vehicle collects you from your hotel and brings you straight to the shore.
The town lives from the sea. Panagsama Beach, the small strip where most boats leave, is lined with dive centres, simple seaside restaurants and fishing bangkas pulled up on the sand. The reef starts only a few metres from the water's edge, which is why a Moalboal day trip from Cebu is so popular with snorkellers: the best marine life is close, the water is usually warm all year, and you do not need a diving licence to enjoy it.
Pescador Island marine sanctuary
Pescador Island is a tiny limestone island about 3 km off the Moalboal shore, topped with a few trees and surrounded by steep coral walls. It has been a protected marine sanctuary for decades, and fishing is not allowed around it, so the reef is rich with life: hard and soft corals, sea fans, schools of fusiliers and snappers, colourful anthias, parrotfish, trumpetfish and, with luck, frogfish or sea snakes resting on the reef.
The bangka ride takes about 20 to 30 minutes depending on the sea. Your guide chooses the calmest side of the island, gives a short briefing, and then you float along the edge where the shallow reef top meets the drop-off. Even from the surface the change from turquoise shallows to deep blue is striking. Pescador Island snorkelling is usually best in the morning, when the sea is calmer and the light is clear, which is why we leave Cebu so early.
The Moalboal sardine run at Panagsama Beach
The highlight of the day is the sardine run. Huge shoals of sardines have lived along the Moalboal reef wall for years, staying close to shore all year round rather than passing through for a short season. They move as one living cloud, turning silver in the sunlight, splitting around swimmers and closing again behind them, sometimes chased by jacks or tuna hunting along the edge.
The shoals are found just where the shallow reef drops away, only a short swim or boat hop from Panagsama Beach. You simply float on the surface with mask and snorkel and watch the shapes change beneath you. Is Moalboal worth visiting for this alone? Most travellers say yes: it is one of the few places in the world where you can see such a dense shoal so easily. Please keep a calm distance, do not chase the fish and never touch the coral.
Turtle point and the Moalboal house reef
After the sardines the boat moves along the reef to an area where sea turtles often feed on seagrass and algae or rest on the sandy bottom. Green sea turtles are the most common, and hawksbill turtles are seen from time to time. They come up slowly to breathe, which gives snorkellers a wonderful chance to watch them from the surface.
Turtle sightings are frequent here but never guaranteed, because these are wild animals in the open sea. Our guide will show you how to watch them responsibly: stay at least a few metres away, do not block their way to the surface, do not touch or feed them, and avoid flash photography. The same stretch of reef is also home to clownfish in anemones, moray eels, sea stars and many small reef fish, so there is always something to see even on a quiet day.
Best time to visit Moalboal and planning your day
The sardines and turtles are there all year, so the best time to visit Moalboal depends mostly on the weather. The dry season from December to May usually brings the calmest seas and the clearest water. From June to November, typhoon season can bring wind and rough water; on those days the boat part may be changed, moved or cancelled for safety, and we will offer another date or a refund.
On the way back there is an optional stop for lunch in Moalboal (paid locally). Seafood, grilled fish, rice dishes and vegetarian options are easy to find, while certified halal food is limited outside Cebu City; tell us your needs and we can advise. You arrive back at your hotel in the evening, tired, salty and happy after one of the best sea days on the island.

Frequently Asked Questions
Straight answers to what travellers ask us most, before they book.
Is this a shared or a private tour?
It is a guided small-group outing: the vehicle and the bangka boat may be shared with other travellers on the same day. If you would like a private arrangement for your family or friends, message our team and we will tell you what is possible on your date.
Can we change the itinerary or the pace?
The order of the snorkelling spots is decided by the guide according to the sea and the currents. Time in the water is generous, and you can rest on the boat whenever you like.
How many people can join, and how many fit in the boat?
Outrigger bangkas used in Moalboal comfortably carry small groups with room for gear. Book each traveller on this page and we will plan the vehicle and boat accordingly.
Is the price per person or per group?
This option is priced per person. The booking panel on this page shows the current price for your date.
Is hotel pickup included?
Yes. Pickup and drop-off at hotels in Cebu City, Mandaue and Mactan Island are included, with return transport in an air-conditioned vehicle.
What is included?
Hotel transfers, the boat ride with a local guide, mask, snorkel and life vest, the Pescador Island sanctuary entry and environmental fee, a safety briefing and bottled drinking water. Meals and tips are not included.
How long is the tour?
About 12 hours door to door, including about 2 h 30 to 3 h of driving each way and about 3 h 30 of boat and snorkelling time.
Is it suitable for children or people with reduced mobility?
Children who are comfortable in the sea can join with a life vest and close adult supervision. Boarding the bangka involves steps and wading, so it is not suitable for wheelchair users or people with serious mobility limits.
Do I need to know how to swim?
Basic swimming skills are recommended, but life vests are provided and the guide stays with the group in the water. Non-swimmers should tell us when booking.
Will we definitely see sardines and turtles?
The sardine shoals stay along the Moalboal reef all year and are seen on almost every trip, and turtles are common. They are wild animals, though, so sightings can never be guaranteed.
What is the best season and time of day?
December to May usually has the calmest seas and clearest water. Mornings are best, which is why we leave early. In typhoon season the trip can be moved or cancelled for safety.
How do I book and confirm?
Choose your date in the booking panel on this page and send your request. Our team confirms on WhatsApp within minutes, together with your pickup time.
